Microsoft Code Writer is a Microsoft app. Microsoft apps are different from regular programs in that they reside in a special place in Windows that is not available for users to see (for whatever reason). This app is enabled by clicking the download button below. The developer's website is here:
1. Click here or the blue button on the right to get to the Microsoft Code Writer product page:

2. Once you do that, you should see the following dialog box appear. Click on the Get button, as indicated by the red arrow.
3. Next, a smaller dialog will appear asking if you want to Open the Microsoft Store. Click the Open Microsoft Store button.
4. The Microsoft Store dialog box will appear as shown below. Click the blue Install button.
5. The next part is tricky. A dialog box will appear asking you to sign into Microsoft. That is not necessary. So click the X located in the upper right.
6. Once you do that, Microsoft Code Writer begins to download automatically:
7. When Code Writer is finished installing itself, you will see the following. Click on the blue Launch button.
8. The main Code Writer screen will now appear. The first time you run it, a series of hints will appear.
9. If you click on the New button in the upper right, it will display all the types of code that it is compatible with. Click HTML.
1. To remove Microsoft Code Writer from your PC, click on the start button in the lower left.
2. Find Code Writer in the menu, and right-click on it.
3. A short menu will appear. Click on Uninstall.
4. A small dialog box will appear telling you that "This app and its related info will be uninstalled." Click the Uninstall button.
